Anyone with can edit access to a file can move a layer's anchor point
Rotation and scale transformations occur around a object’s anchor point. By default, the anchor point is located at the center of the object.
There may be times when you want a transformation to begin from a different origin point. You can use Edit anchor point to move the anchor point to another location within the object.
Move a layer’s anchor point
- Use the toolbar toggle to switch to Motion.
- Select the layer you want to update.
- Click Edit anchor point in the Transform section of the right sidebar or use the shortcut to reveal the anchor point target:
- Mac: Option R
- Windows: Alt R
- Click and drag the target to move the anchor point.
